Turning high-stakes ocean policy into a story anyone can follow.
About the Project
UNESCO’s Intergovernmental Oceanographic Commission needed a way to make the BBNJ Agreement (the UN’s landmark treaty on ocean biodiversity) land with a global audience of policymakers and practitioners. Enter Terra.
Our team stepped in to translate dense legal and scientific language into animated explainers and polished interview videos made for UNESCO’s OceanTeacher Global Academy e-learning platform.

Animation That Makes Complex Policy Click
With four pillars, a lot of legal and scientific complexity, and a global audience that needed to understand it all, UNESCO’s Intergovernmental Oceanographic Commission knew the only way to make it stick was to show it, not just explain it. So, they turned to Terra to create four clear, compelling animated videos that turned the technical complexity of the BBNJ Agreement’s four pillars into visually engaging stories.
Interviews That Hold Attention
Having raw footage is a good start. But crafting eight polished, platform-ready interview videos out of that footage is another. Our team worked through interviews with experts and stakeholders, trimming them to the perfect length, creating subtitles, dialing in consistent framing and audio quality, and adding IOC-branded intros and outros.
Accuracy First, Every Step of the Way
When it comes to ocean policy, the stakes are high. That’s why our team worked closely with the Intergovernmental Oceanographic Commission’s technical staff at every stage to make sure the science and the law behind the BBNJ Agreement never got lost along the way. The result: twelve videos that hold up to expert scrutiny, without losing the clarity a global audience needs.
Videos Built for Learning
At Terra, the point wasn’t to just make beautiful videos. We also wanted to create videos that help make the material stick and resonate with the intended audience.
We optimized every animation and interview video for UNESCO’s Moodle-based OceanTeacher Global Academy platform from the start. That means built-in accessibility, full English subtitling, and consistent formatting designed to keep learners engaged from the first frame to the last.
